Shropshire Rural Heat Pump Scheme
“Heritage retrofit without compromise”
The Challenge
Shropshire Rural Housing Association set out to install air source heat pumps across a number of rural properties — a process that can be complex due to location, property type, and planning restrictions.
Many of the homes were located in conservation areas, with one particular project involving six terraced properties requiring careful planning approval. Alongside this, all properties were tenant-occupied, meaning works needed to be delivered with minimal disruption and clear communication throughout.

The Solution
Communitas Energy CIC supported the project through a structured, end-to-end delivery approach — combining technical expertise, planning coordination, and resident-focused delivery.
For the conservation-area properties, we:
-
Engaged early with planning authorities
-
Managed the preparation and submission of planning applications
-
Adapted system designs to meet planning requirements
-
Secured approvals to allow the project to progress
Once approved, we delivered a clear and consistent installation scope across all properties, including:
-
Installation of air source heat pump systems
-
New hot water cylinders
-
Upgraded radiators and pipework
-
Safe removal of existing heating systems
-
Additional enabling works identified during survey
Our approach ensured works were carried out efficiently, safely, and with minimal disruption to residents.
Who Benefited
Residents benefited from modern, low-carbon heating systems designed to improve both comfort and efficiency.
Throughout the project, we maintained clear communication with tenants, ensuring they understood:
-
What work would be carried out
-
What to expect during installation
-
How to use their new heating system effectively
Feedback from residents was extremely positive, with many highlighting:
-
Improved warmth and comfort within their homes
-
Satisfaction with the professionalism of installation teams
-
Comparable or reduced energy usage compared to previous systems
One resident described being “very pleased” with the outcome, noting a clear improvement in comfort levels.
Why It Matters
This project demonstrates that rural retrofit schemes can be successfully delivered — even in complex, planning-sensitive environments.
By combining:
-
Early planning engagement
-
Clear, tenant-focused delivery
-
Strong project coordination
-
Alignment with funding schemes
Communitas Energy CIC was able to deliver a high-quality outcome that supports both fuel poverty reduction and carbon reduction goals.
It’s a strong example of how the right approach can unlock sustainable upgrades in even the most challenging settings.
